U.S. is already Mexico's Welfare State, particularly border states. Thanks to Congress and the Courts-- Free healthcare and education for Mexicans. Maybe with the Home Mortgage Aid Bill and the Drug Payment Plan to Mexico the U.S. Taxpayer (Wealthy U.S. Citizens) can finance the purchases too.
