The Scorecard is an educational tool meant to enhance dialogue between American citizens and their elected representatives. A (Outstanding) - 100-80%
B (Passing) - 79-60%
C (Needs Improvement) - 59-40%
F (Failing) - 39-0%
Check both the House and Senate to see how they voted.
There sure are a lot of F's associated with D's.
Maybe they are not all alike after all.
